Contract Signed for the Implementation of Works under the Project “Improvement of the Wastewater Management System in the Municipality of Mojkovac”“

Mojkovac, 27 November 2025 - A contract for the execution of works on the project “Improvement of the Wastewater Management System in the Municipality of Mojkovac” was signed today at the premises of the Municipality of Mojkovac between the Municipality and the selected contractor – the Joint Venture Arikan Insaat Taahhut Ticaret ve Sanayi Anonim Sirketi & Karkanias Environmental Technology S.A.


The signing ceremony was attended by the President of the Municipality of Mojkovac, Vesko Delić, with associates; the Minister of Ecology, Sustainable Development and Northern Region Development, Damjan Ćulafić, with associates; the representative of the European Investment Bank (EIB) in Montenegro, Davor Kunc; EUD representative in Montenegro, Valentina di Sebastiano; Ambassador of Greece to Montenegro, Dimitrios Gioldassis; the Acting Executive Director of PROCON, Novo Konjević, with associates and the representatives of the Contractor.


By signing this contract, the implementation of one of the most significant infrastructural undertakings in the field of environmental protection within the territory of the Municipality of Mojkovac officially begins.


The project will be financed through a loan from the European Investment Bank (EIB) and grant funds provided through the Western Balkans Investment Framework (WBIF), with technical and institutional support from the relevant national and local institutions.


The project will ensure the reconstruction of the existing and the construction of a new wastewater network with a total length of 10.0 km, as well as the adaptation of the existing wastewater treatment plant with a capacity of 5,250 PE. This will significantly improve the quality of municipal infrastructure and environmental protection standards in Mojkovac.


Vesko Delić, the President of the Municipality of Mojkovac, expressed his gratitude to all partners for their trust and support. He emphasized the multifaceted importance of this project - not only because it will clearly improve the wastewater management system and the quality of life for the citizens of Mojkovac, but also because it contributes to meeting the European Union’s requirements under Chapter 27 - Environment and Climate Change.


Damjan Ćulafić, Montenegro’s Minister of Ecology, Sustainable Development and Northern Region Development, expressed his gratitude to the European Union and the European Investment Bank for their continuous support in improving infrastructure in Montenegro. He noted that this is a project of great importance for the Municipality of Mojkovac, as it directly contributes to improving the quality of life of citizens, protecting the environment, and strengthening resilience to climate change. He also stated that investing in projects of this kind is a step toward the sustainable development of the northern region, laying the foundations for future economic growth and environmental stability.


“We are pleased to begin the implementation of this important project for the citizens of Mojkovac, which will improve sanitary services and protect the environment,” said Davor Kunc, the EIB representative for Montenegro. “We all know how essential such initiatives are for quality of life, the preservation of water resources, and strengthening resilience to climate change. They also send a strong signal to potential investors that this is a municipality worth investing in and creating new business opportunities.”

Novo Konjević, Acting Executive Director of PROCON, expressed his satisfaction and appreciation for the opportunity to attend today’s contract signing on behalf of PROCON - the National Project Implementation Unit in the field of Communal Services and Environment. He stated that this project is the result of joint efforts and strong cooperation between the local self-government, the Government of Montenegro, the European Union, the European Investment Bank, and the Western Balkans Investment Framework. PROCON, he added, has had the privilege of serving as a bridge between all these institutions - in preparing, coordinating, and implementing the activities that have brought us to this moment.
