On October 9, 2025, the Municipality of Kolašin signed a contract with the IRD Engineering-Hydrophil GmbH consortium for the provision of supervision services over the works on the project: "Construction of Wastewater Treatment Plant and Sewerage Network in the Municipality of Kolašin and Water Supply Improvement". The project is being implemented with the support of the Delegation of the European Union to Montenegro (DEU) and the European Investment Bank (EIB). Funding is provided in a ratio of 70% through a WBIF grant and 30% through an EIB loan. Of the total project budget, €780,000 without VAT is allocated for the works supervision services.

The contract was signed at a ceremony attended by the President of the Municipality of Kolašin, Petko Bakić, with his associates; the Minister of Ecology, Spatial Planning, and Northern Development, Damjan Ćulafić, with his associates; the Ministry of European Affairs; and representatives of PROCON – Acting Executive Director Novo Konjević, Chief Manager Dragutin Sekulović, and Senior Program Manager Nikola Vukmirović.

The project includes the construction of a Wastewater Treatment Plant (WWTP) with a capacity of 6,000 PE (Population Equivalent) and the construction of a sewerage network with a total length of 23 km. In the first phase of implementation, a WWTP with a capacity of 4,000 PE and 9.2 km of the network will be built, which will significantly improve the quality of infrastructure and services in the field of environmental protection.

By signing the contract for supervision services, the Municipality of Kolašin has completed the first step in the implementation of this important infrastructural project, while the signing of the contract with the contractor is expected at the beginning of 2026.

As the national unit for the implementation of projects in the field of utility services and environmental protection, PROCON, in cooperation with the Ministry of Ecology, Spatial Planning, and Northern Development and international partners, provided support to the Municipality of Kolašin in all preparatory activities – from the development of project and tender documentation to the execution of procurements.

It is expected that, through the continuation of successful cooperation between all involved parties, the planned project goals will be achieved, and the improvement of the wastewater management system and the water supply system will directly improve the quality of life for the citizens of the Municipality of Kolašin.
